Location: Europe (non-EU), overseas countries and territories (OCTs) – Anguilla, Aruba, Belgium, British Indian Ocean Territory, British Virgin Islands, Cayman Islands, Curaçao, Denmark, Falkland Islands, France, French Polynesia, French Southern and Antarctic Lands, Greenland, Mayotte, Montserrat, Netherlands, New Caledonia, Pitcairn Islands, Saint Helena, Saint Pierre and Miquelon, Sint Maarten, South Georgia and the South Sandwich Islands, Turks and Caicos Islands, United Kingdom, Wallis and Futuna.


Description: Overseas Countries and Territories (OCTs) make up a group of countries and territories which, despite displaying a number of differences between them (in terms of relative wealth, geographical characteristics, physical isolation and internal political organisation), still have a lot in common (insular micro-economies, a rich biodiversity).

Created in 2002, the OCT Association (OCTA) provides a forum to develop effective working relationships with the EU and support the collective interests of its Members in several areas of cooperation of the EU-OCT Association arrangements including: economic and trade co-operation; trade development; climate change and environmental issues; human and social development; cultural and social and regional co-operation and integration.

 

The overall objective of the project of which this contract will be a part is to support the OCT sustainable development strategy towards the EU.

 

The purpose of this contract is to provide technical assistance services that will support OCTA in order to:
1) Increase policy dialogue and cooperation between OCTs and the EU and foster a more coherent
and informed approach to the issues of development within the OCTs;
2) Increase administrative and technical capacity in the OCTs to manage EU funds;
3) Enhance coordination and communication among OCTs in order to increase information sharing
and facilitate cooperation.

 

Results to be achieved by the Consultant
COMPONENT I: EU-OCT POLICY DIALOGUE
R1: OCT's and OCTA's policy dialogue capacities with the EU are enhanced / Increased understanding of issues related to development between the EU and the OCTs
COMPONENT II: OCTS' CAPACITIES TO MANAGE EU FUNDS
R2: OCTA and OCT's capacities in terms of management of EDF Regional funds are improved
R3: OCTs and OCTA's capacity to formulate and implement EU-funded programmes is improved
COMPONENT III: COMMUNICATION AND VISIBILITY
R4: External communication between OCTs and the EU is enhanced / OCTA's visibility is increased
R5: Coordination of OCTA's activities is improved including better internal communication between its members.
