Operating Grant to support Civil Society Cooperation in the field of Education and Training, and Youth | 2025
Operating grants provide general financial support to organisations whose statutory activities serve the strategic objectives of EU policies. The funding has supported the Secretariat’s capacity to manage UNICA’s activities, which aim to leverage its member universities’ unique profiles to expand and fortify international collaborations, foster academic leadership, and promote networking among academic communities.

Project’s objectives
- Coordinating Activities and Ensuring Transparency: Overseeing the implementation, follow-up, and reporting of activities, while maintaining good governance, transparency, and active member participation in decision-making and policymaking;
- Strengthening Cooperation: Advancing collaboration among member universities, partners, and educational actors, focusing on meaningful engagement and quality outcomes;
- Promoting European Values: Supporting a more democratic, civic, and social Europe through education and research;
- Engaging with European Institutions: Facilitating dialogue with European institutions and raising awareness of policy agendas linked to Higher Education and Research;
- Advancing Key Agendas: Disseminating information on critical issues, including lifelong learning, sustainable development goals (SDGs), and other areas impacting Higher Education.

WP1: Management and Organisational Development
This cluster is dedicated to advancing the capacity of the Secretariat, fostering employee motivation, and ensuring their well-being through a sustainable framework. It also strives to foster, advance, and promote cooperation between member universities and other partners, with a keen focus on the quality of their engagement and commitment.
WP2: Capacity Building and Cooperation between member universities
This WP is dedicated to enabling the exchange of best practices, experiences, and expertise among member universities to foster a culture of shared knowledge and continuous improvement. It also addresses members’ needs by providing tailored solutions and measures that align with UNICA’s Policy and Advocacy efforts, aiming to support their development and success.
WP3: Policy and Advocacy
WP3 actively works to bring together different sectors, fields, and actors in education, fostering cooperation and cross-sectoral collaboration to promote a more democratic, civic, and social Europe. Moreover, the cluster pursues an active dialogue with European institutions, ensuring that UNICA’s voice and that of its member universities are heard in decision-making processes.
WP4: Information, Dissemination, and Awareness Raising
WP4 focuses on disseminating information on key issues in the Higher Education and Lifelong learning sector, ensuring that relevant information and insights are widely available, promoting the value of European higher education to a diverse audience.
