Call for a Senior Expert in the OCTA Technical Assistance Project

Within the scope of the OCTA Project: Technical assistance to the Association of the Overseas Countries and Territories of the European Union (OCTA) which aims to increase administrative and technical capacity in the Overseas Countries and Territories (OCTs) to manage EU funds and to enhance coordination and communication among OCTs in order to facilitate cooperation, OCTA is looking for a Senior Expert:

Main tasks:

  • Mapping of Higher Education institutions, research centers and universities in the OCTs; providing a snapshot of the Higher Education and research landscape to facilitate the creation of a stakeholder network on both themes - Research and Education – on which OCTs can collaborate
  • providing comprehensive assessment of the situation in research and education in the OCTs, identifying recent progress and potential ways forward in areas of interest to OCTs
  • proposing a set of actions that could facilitate the creation or consolidation of existing networks

Candidate's profile:

  • University Degree in economics, international relations or related field OR at least 10 years of experience in the field of trade policy, development cooperation and regional integration or Establishment of Education and Research networks
  • Knowledge of EU programmes related to Higher Education and Research
  • Proven experience in management of R&E networks in EU and/or sub-regions (Caribbean, Pacific network)
  • Experience with small islands and/or OCTs is strongly desirable.
  • Fluent in English (oral and written); working knowledge in French is desirable
  • Good communication and drafting skills

• Starting period : September/October 2014

Number of men-days per expert: 40
• Foreseen finishing period or duration: November 2014
• Location(s) of assignment: Brussels and home-based

The final selection of the Expert will be carried out by the OCTA project consortium leader (Sorecom).
